2000 mercury mystique has factory alarm auto lock key fob. Battery good in car and key fob. Intermittedly will not turn over to start. If the key fob is used a second time to lock and then unlock the car, it starts every time. Could it be a bad chip in the key fob or bad receiver in the ignition, which intermittedly gives a no-go start signal

The only "starter kill" mechanism affiliated with a remote control key fob would be an add on alarm. This vehicle has the factory PATS (passive anti theft system) system that is integrated with the key itself, but does not require any key fob action. My suggestion would be to bypass or disable the add on alarm that must be present.
There is a module called the GEM module that controls the remote key function, and the PATS< OR PASSIVE ANTI THEFT SYSTEM. I would suspect that to be the cause, I can check that with the IDS of fords factory scan tool. If the vehicle thinks it is being stolen then it will disable the start function. Could be related.
