I was wondering what could be the problem with my AC not blowing as strong or as cold as when I first bought it. What the cost should be, etc.

Check the cabin air filter, when they plug up they restrict air flow drastically. With less air flow, there would be a decrease in how efficient the air conditioning is.
Being a 2000, its highly likely the A/C has lost its 'charge' (the freon level in the system) or is low. The average auto A/C system loses 5% of its charge every year. If the system has never been checked or charged, it may be time. A proper A/C system leak check and recharge may prove beneficial.
The 2000 Mountaineer did not have a cabin filter. I'm with Tyreguy; i'd also be concerned about a possible blower speed controller (automatic temperature control equipped vehicles) or blower motor resistor issue, if fan speed is lower than expected.
