There should have been a wire that came with new starter to splice into the original wire on vehicle - that wire is NOT receiving current when the key is turned to start.
It is up to you to find out why.

Now did you replace the supplied wire as requested by the installation instructions that came with new starter?
Is the splice connection making good contact ?
Battery cable at starter solenoid clean and tight?
Lastly - is the engine locked?? .... Rotate by using hand tool ?
