ASSUMING BATTERY US INDEED FULLY CHARGED (?) Now did you replace the supplied wire as requested by the installation instructions that came with new starter? Is the splice connection making good contact ? Battery cable at starter solenoid clean and tight? Lastly - is the engine locked?? .... Rotate by using hand tool ?
