wipers work but don’t?

What is your question?

when i push the wiper stalk it sprays my fluid and swipes a couple times automatically to clear it. but when i twist the stalk to manually turn them on/set a speed they don’t turn on.

How long has your 2011 Mercury Milan had this problem?
