I've replaced the eatc computer control head, I've replaced the thermostat, I've replaced the heater fan motor, I have changed the pigtail to the heater fan motor, and checked all fuses and relays. Wtf!

Have qualified personnel TEST all fuses - there are multiple HVAC fuses which are in cabin AND under hood. You just think you’re checked the fuses !
Don't guess -- follow Pushrod's advice, as you've already replaced far more things than needed. The blower speed controller is suspect on these automatic temperature controlled systems. It is located under the hood at the firewall.
Using a 12 lot test light - this testing will take about 8 minutes .. Good luck with!
Yes - absolutely keep in mind the blower resistor module in center of firewall under hood - I was under the impression you had already replaced that - I misread your post - that is the # 1 suspect as this point. However it is still worthwhile to TEST ALL FUSES anytime an electrical problem occurs - it is one of the more beneficial and simplest test a DIYer can quickly perform.
