Hello, If both hoses are hot, then coolant is flowing through the heater core. If the outlet hose was cold, then perhaps I would believe there is a restriction. Since it's hot, there must be hot coolant flowing through it. I suggest having a look inside the vehicle at the temperature blend door motor. This could be stuck in the "cold" position, not turning the door in the heater box to have heat blowing from the fan. Not at all uncommon, although, you need to confirm the failure before accessing the dash to replace this...a very costly ordeal.
With engine at *normal operating temperature* - BOTH of the heater hoses should be as HOT as the top radiator hose .. TOO HOT to grasp - for more than a couple seconds .. 'IF' that is the case .. Agree that temperature control baffle inside heater case or it's actuator is most likely the culprit. What exactly did the Ford repair facility do as an attempted fix?
