What is your question?
When I drive it seems like a roaring noise is coming from the tires and the guy I bought it from said it could be easily fixed by replacing the brake drum ..would that fix it or is that not even what's wrong with it?

Front or rear tires....drum would be rear. Need inspected to be sure but, drums don't usually roar. Faulty or worn wheel bearings do though. Also, if tire wear has caused 'cupping' that could do it as well. Need inspection to locate.
It's in the rear tires it sounds like?? If it was the brake drum then it would only be when I use the brakes but it does it all the time..do u have any idea y??
All the time and usually getting louder as you accelerate? Most likely a worn out wheel bearing that needs replaced.
Yes that's exactly what it's doing...so are wheel bearings and labor expensive ?
Probably about 180-250 per side. So, if you need 1 on each side, 360-500 would be about average.
