2000 mercury cougar V6 is overheating at stop lights. The gauge sits in the middle while driving but when I stop it begins to go up. The water level in the reservoir is not low. The fan appears to be working. I'm stumped,

Large puddles found under the vehicle but water level in reservoir is normal. Fan works when AC is on but AC no longer blows cold.
