Fuel tank is rearward of the brake lines - shouldn’t have to be removed to access brake lines. In ANY EVENT - $200.00 is a fair price - however you’ll be fortunate to get by with that because brake line replacement is never cut and dried - there is ALWAYS additional labor and parts that will be required to complete this repair! Just stating the facts!
