My tailgate goes through the mechanical cycle but will not open.

Hello, This is the latch mechanism failing to open completely. Spray a little lubricant into the latch mechanism. Just a little. Then, wipe the rubber seal down all the way around to ensure nothing is sticky. If the struts are making noise, or they do not keep the door up firmly when raised, replace them as well.
