i dont know exacly how that panel works most have a copel of scerws you have to take out before you can try to remove the panel. once youve done that lay just under the door with the parking brake on and the door open slitly pull the panel from the door to see if it pulls off or if it slides strate up you can call the manufacture and they can tell you exactly how it comes off for free.
