I am having problem with break pads.i just got them replaced and they are bindin

Brakes locking causes, Caliper, brake hose, master cylinder, ABS system. Fluid is not returning to m/cylinder after brakes are applied.

Thanks that make's sense. Could it be that the master cylinder is no good .should I tell the mechanic to take a look at the M/ C.Please let me know.
