Based on the information provided and with the cooling fan running at high speed and I myself having experience working on the Mercedes models, this usually indicates that the engine computer has an internal fault or has detected a fault with one or more of the electronics tied to the engine operation. The computer is designed to turn on the cooling fan like this anytime one of these issues occurs. An internal fault with the engine computer (also known as the ME) will also prevent a no start concern. If the computer itself does not have an internal fault if the fault is severe enough that has been detected by the computer, the computer will then turn on the fan and can prevent the engine from starting as a fail safe. I recommend having the no start system diagnosed properly by a reputable repair facility that has the correct tools needed for diagnosing and repairing this concern.
