my fuel gauge is not working and empty light stays on and the car is full of gas

my fuel gauge is on empty all the time and light stays on even when gas is in the car what can i do to fix yhe the problem and the car spits gas back out after fueling up the car and I hear a noise like the fuel pump loud even when driving and the sound comes from the passenger side rear
