169000 miles. Owned 3-1/2 months. Issue is worse in cold weather. Once warmed up doesn't recur unless shut off for a while. This idle up and down sometimes happens when driving but not all the time. More infrequent. Bought in August, now November and this just started occurring, in below freezing temperatures. Other issue, wiper fuse keeps blowing. Replace fuse and blows as soon as you turn on the wiper.

Sounds like an air intake issue, where you are getting too much and maybe not enough air coming into the engine to mix with fuel and spark. This can be due to emissions controls issues and also engine performance sensors that provide data to the engine's processor so that proper air and fuel mixtures are obtained.
