Fix for a speedometer that works only some of the time.

What is your question?

When it works, at low speeds the speedometer seems to "bounce" a little as speed increases. It is not a smooth climb in mph. When it doesn't work, it just never comes off 0. And I don't think the odometer works during this time either. Any help is appreciated. Thank you. -=Marc=-
