Rear tail light bulb good but won’t work?Also my windshield wipers not working?

Just bought car and windshield wipers not working and rear passenger tail light not working? When car is off I noticed my front drivers headlight flashes ? Thr is a code coming up for a relay for wipers can u tell me which relay in my trunk it would be?

What makes this problem better or worse?

Bulb is good
