No it is not. The bearing in the fan assembly has probably failed and needs replaced.

If might be going into default mode, which is 100% capacity, if the temp sensor is bad. Check for codes. This is designed if the computer doesn't have the temp info, so it cranks up the fan in case the engine is overheating..
