Exterior lamps low beams

What is your question?

My low beams are out... I can't find the right fuse or relay. The bulbs are new. And they are getting power I checked with a meter. I haven't checked the ballast yet. Where and which is the correct fuse to change if not relay. 2011 C300 Mercedes Benz sport
