Why cant i remove the 9cff code?

When i got this car i got it with a code that does not go away its 9CFF which says the squib for pyrofuse on board electrical network line has excessively low resistance. After i figured out the code we tried resetting it yet it keeps coming back. I went to mercedes and i bought a brand new pyrofuse box and replaced the old one. After that i reset the code and it still came back. Next i checked the airbag fuses to see it they work which all of them did and none where burnt out. Any idea whats going on?
