Is the Thermostat or Fan removed when replacing the Power Steering Pump?

I got my Power Steering Pump fixed and now all of a sudden my fan is very loud while driving and stays on well after car is off. This was not the case before. They are saying it might be a bad thermostat that needs to be replaced. Here is the catch, they did not notice that when I bought the car in. They told me this when picking the car up and added it to a report about suggested repairs. Saying the fan being on well after the car is off could cause electrical problems down the line.
Could this have been affected during the repair? I don’t believe in coincidences and I never had this issue prior to bringing my car in to get repaired.
