Vehicle will redline endlessly in first gear until you take your foot off the pedal. It then shifts into 2nd and beyond with no issue.
What makes this problem better or worse?
Taking power away from the engine in first gear allows the tranny to shift beyond 1st gear.
How long has your 1995 Mercedes-Benz C280 had this problem?
First start after vehicle sat for 3 years, I believe. Problem wasnt evident then.

You could have a concern with the throttle valve cable adjustment. If detached or out of adjustment, the transmission doesn't now throttle position and can't shift accordingly. This can be a big problem and can cause a transmission failure as well before too long. It can be other things, but that's where I'd look first.
There is slack in the gas pedal before the engine responds. I'll check this out first. Could you tell me what is involved in this process?
That is likely a related concern. Check the throttle linkage under the hood. I highly recommend skilled experienced help.
