On my 1988 560 SEC the cruise control sometimes works as designed, but most times it pules. Once in a while it doesn't work at all. When it pulses it generally goes five mph over what I wish to set the cruise at and then back down to the speed I wish to have set and then back and forth until I disengage the cruise control.

I'm sorry to say - this is going to need hands on testing by a Mercedes-Benz specialist - someone with good experience who has worked with this generation of vehicle. Over 35 years old now, which means it has different architecture and controls compared to today's vehicles.
