Car not starting sounds like it could possibly be a clogged catalytic converter

My car overheated I replaced all the cooling system and then gave me engine codes of coil packs O2 sensors so I replace the coil packs and my O2 sensor is still showing on the engine code and my car turns over barely even with a fresh battery and jumper cables hooked up to it sounds to me like it could possibly be a clogged catalytic converter or a starter going bad
