My a.c makes a cliqueing noise when i turn it on?

Either is the clutch cyclingfast because of low refrigerant charge or the blower motor fan making noise. When sitting at a stop the engine roar is lower so can hear easier. The noise getting louder when increase fan speed makes me lean toward the blower motor fan.
