Fuel pump voltage

What is your question?

I’ve dropped my tank and tested the fuel pump. It works fine with 12 volts from a test battery. I’ve traced the fuel pump wire all the way to the dash. And I’d like to know if there’s a fuse under the dash that can restrict power to the pump. As is I’m getting 7.9 volts to the pump.

What makes this problem better or worse?
