mazda mpv starting problem

Hello my 1997 Mazda MPV is getting a charge as I just put a brand new battery in it but when trying to start, it just makes an electronic sound and will not turn over mechanic says he doesn't think it's the starter...... What could this be??? Please advise...

sounds like a BAD starter to me, try jumping it direct from battery.
