the book says the compression on each cylinder should be 126psi-196psi what kind of costs to get them back to normal

Sorry to tell you this but any kind of serious engine work is going to cost more than a '95 MPV is worth by a lot. I'd say the best thing you could consider, if you really want to keep the car, is installing a guaranteed used engine. i suppose it's worth the trouble to see that the timing belt hasn't skipped a cog or two before condemning the motor but in my Mazda experience, a V6 MPV belt doesn't skip when it's worn out but tears and the engine stops running. If you were going to fix this motor, you'd probably need piston rings and a valve job, minimum, plus a new timing belt and water pump, seals and such. Very expensive compared to the value of the car. If you love the car and you gotta keep it, get a guaranteed used engine, install a new t-belt and water pump for sure. T-belt and water pump are good for about 60,000 miles on this motor and then they tend to fail so don't ignore these items, even if you get a used unit installed.
