I have Mazda Millenia S '96 with OBD II. Battery was replaced

OBD not working after miles of driving and the generic drive cycle has been done 3or 4 times too. Same thing last year; but new battery was bad and was just replaced again. Could the OBD itself need repair. No one discusses with us; everyone just says keep driving. But I need to pass state inspection. Not sure can get a second waiver
