What is your question?
Car overheats after being driven 8 to 10 miles have changed thermostat, water pump was new a year ago! Radiator fans are not working so am wondering about fuses, relays, or fan motor.....also noticed heater blows cold air, I have not observed any leaking of coolant, car seems to cool down fairly quickly

The radiator fans not working is the key to your problem. at least initially. The heater blowing cold air could be due to an air pocket in your cooling system following thermostat replacement. Testing for the radiator fans will be required. A diagnostic tool is essential to monitor fan commands and if they turn on or not based on the demand. Checking for power at the motors when commanded is important to the testing.
So how do I test the fans?
