Why dosen't the cooling fan always work?

The cooling fan may not always work. It will work for a while then stop working then restart causing overheating especially when the air conditioning system is on.it will stop working for a while then restart. The cooling fan and control module are new.could it be a loose connection or bad relay?

What makes this problem better or worse?

It may not work at anytime hot or cold
