Front end tire is scraps on one side is needs to be realined what bolts do I unb

I'm just going to get smaller 16" tires in the front that sounds expensive. Most every body makes 11 to 15 dollars an hour. These guys charge 100 an up to blue book cost of the car.... Who does that besides Doctors .... Ever that or get some that can't speak English or Spanish an your missing a bolt in front brake... Its best just to do it ur self....
