Hello, your steering wheel controls are powered by the sliding contact of the steering column and wheel. This sliding contact enables the driver's air bag as well as the horn and steering controls such as volume and speed control to work, while turning the steering wheel. Does your restraint system warning light flash or stay on? This could also be an indication of a problem. Also, if your vehicle has a compromised or deployed air bag, it would be a possible cause. You'll need professional assistance to resolve this concern, or test it. Use this link to find some shops near you that can help with your concern: www.repairpal.com/repair-shops
