Activate hands free tailgate lift on a used car we just purchased

Above details. Dealer told us it just needed to be activated somehow. We've followed instructions in the Owner's Manual. It is not working. Just wondered if there is a step we are missing. I have the Fob...hold or kick foot..nothing happens. Fob works and dash button works.

What makes this problem better or worse?
