Someone tried to steal my mom's car and now the anti theft is blinking and the car won't start. The key turns but the car won't start

These are the first years of the "PATS" -- passive anti-theft system -- that Ford and Lincoln used for anti-theft deterrent by use of a chip in the key that could be programmed via the "green card" in the old NGS tester to the transceiver in the vehicle, enabling the ability to start the car. Does your engine crank, or is there no noise turning the key? What kind of tampering was done by the prospective thief?
