car will not start at times but when it does runs rough

First of all to get it to start I have to turn the key off and on 9 or 10 times to get enough fuel in the line for it to start I hooked up a pressure test guage to it the last time it ran and the needle barely moved I suspect fuel pump but there is so much more electronic crap associated with it Im not sure The check engine light is on and the code was something about high tank pressure or something Thats all I know

started happening shortly after I installed a discount fuel pump I ordered online
