AC compressor clutch engaged but compressor does not turn.

With the fan belt removed the compressor should rotate freely. Supply power to the air conditioning compressor clutch the compressor clutch should be heard to click and lock up, the compressor should still rotate by hand. If the compressor does not rotate the drive belt will squeel and burn until it breaks.
