Steering wheel is harder to turn. Power steering fluid is leaking. Does the service tech check the pump before replacing the rack and pinion?

Hello, if your steering gear is leaking, it is typically replaced simply for that fact. I don't know that a performance test on a power steering pump would occur directly related to a leaking steering gear. In many cases, you fix what you know to be wrong (in this case a leaking rack and pinion steering gear) and then recheck operation.
