how to remove the wheel well liner to repair the window washer reservoir?

water dripping from the front of the left wheel. can't see where it is coming from but the window washer reservoir is directly above the leak. unable to see the bottom of the reservoir. Definitly not radiator water as it is pure clear in color and is somewhat cool. Don't think it is the a/c condensation because it leaks when the a/c is off. It must be a large reservoir since it is still leaking. I just bought the car used, yesterday. but there is no guarantee for the reservoir.
I need to know how to access the reservoir. I understand the wheel well cover needs to be removed but I'm not sure how to do that.
