Dash lights won’t come on, won’t shift and radio off but lights work and starts

My Lexus sc400 95 has no inside electronics, wont shift out of park unless u use the shift lock to move it. Car starts and runs headlights and taillights work trying to figure out if it’s a fuse or another problem like ground or wiring
