The emergency break is loose and does not engage in the first 5-10 clicks of the pedal. A car inspector (at overseas military base) told me to have the emergency break cable tightened.

Hello, the parking brakes are located within the rear brake rotors. They are a drum brake style inside the "hat" of the brake rotors. Like any conventional drum brake, there is an adjuster screw at the bottom to tighten the parking brake assembly. Be sure not to tighten it too much, or you will damage the parking brake shoes and cause issues with the rotors. If the parking brake shoes are adjusted properly, then there is a cable adjustment behind the driver's door sill and left side cowl area under the dash. There is a lock nut and an adjusting nut on the cable. Good luck.
