What would make a loud clunking noise when driving at all speeds?

My 06 is350 makes a loud ckunking noise when im driving at all speeds. It goes away when i press on the brake pedal. Theres no vibration when pressing the brakes nor does the steering wheel shakes. The noise sounds like its coming from the front and rear. I did noticed that the right rear brake pad spring clips are loose, dettached from the brake pads just hanging on barely to the brake pads. Turning the wheel will sometimes make the clunking noise go away.
It's not making any scraping noise just a loud clunk clunking noise at all speeds but will sometimes go away when turning the steering wheel or pressing on the brakes. Will even go away after driving for a couple of hours.
