ignition in ac and steering locked

had a key fob made. key isnt in ignition but ignition is turned to ac. was in theft mode . unhooked cables then this happened

Hello, how is your ignition key cylinder turned to "AC" with no key? Obtain a key that works properly, repair the ignition cylinder as needed, and retest.
