UNDERNEATH FRONT OF CAR IS A PLASTIC HANGING DOWN

Hello, the plastic is likely the splash shield that is underneath the engine compartment. It is likely held up by clips / fasteners that are missing for some reason, either due to physical impact, or the result of having an oil and filter change performed and not having the shield properly fastened back after service. A shop near you should be able to help refasten the shield.
