Sqeaking noise at cold start and wheel turns

What is your question?

My '96 Lexus recently started to make squeaking noise when starting the car in the morning. noise comes almost continuously right after the ignition (for about 1 second). Then, when I turn the steering wheel to move the car, the squeaking noise continues as long as I turn the wheel. I wonder what's wrong with the car and what needs to be done?

Yep loose fan belt for steering (smaller of two belts) or the larger alternator belt may be a little loose.
