99 Lexus es300 overdrive not working

What is your question?

I have a 99 Lexus ES 300 and it will not go into overdrive I have changed the TPS sensor also the speed sensor on the transmission And I can figure out what is wrong with it I have asked people and no one can give me a definitive answer do you know I took it to a shop today and they told me it could be the ECM computer

What makes this problem better or worse?

Worse when I go on highway or faster
