What they are probably talking about is there are "monitor" not passes that will validate your car's readiness to have a smog test done in CA. Every time you turn on the ignition key in your car the computer does a self test to see smog components are in place, but systems like evaporative emissions, catalytic converter, EGR, and other systems need to pass valid drive cycles to do a self test on these systems. If the battery was recently disconnected or trouble codes were just erased the vehicle must be drive a precise drive cycle to get the "monitors" to pass. some useful links http://wiki.answers.com/Q/What_is_the_drive_cycle_for_a_2000_Kia_Sportage or http://www.kia-forums.com/kia-sportage-forum/37455-1996-kia-sportage-obd-not-ready.html or http://www.kia-forums.com/1g-1994-2002-sportage/55072-drive-cycle.html Kia as a car manufacturer put a lot of great technical information and work shop manuals on line for free for Kia owners. www.kiatechinfo.com
