lifter cup problem

If the lifter cup will not "spring up" I would look for the cause the cup could stick in the bore. Measure bore of lifter and then diameter or lifter. Look for scoring or witness marks left on the lifter or bore. There has to be a "ding" in the lifter bore. I can find the specs for the bore ect.
