starts to sputter like I'm running out of gas. Giving it gas makes worse. Tries to stall out while I'm driving. Have to push the clutch in and rev it up to get it to pick back up speed.
What makes this problem better or worse?
Car tries to quit on me while running. Giving gas makes it worse. I Have to push the clutch in and rev it up to get it to pick up again

The fuel filter of a 2006 Kia Spectra is part of the fuel pump assembly. The fuel filter is very unlikely to be a cause of any problem you are having. A fuel pressure test is in order, yes, but you could also have an air intake concern causing fuel/air ratio issues, not to mention emissions controls component concerns.
