Why doesn't physical key lock all doors when car is running?

Don't know,look in your owners manual. my 98 Camry doors will NOT lock if the key is in the switch,even if it's not running! if I have the door open when key is put into the switch all doors unlock....try turning the key twice,that's how mine works,unlocking or locking! once is drivers door,twice,all other doors....
